2 Fuel pumps?

Got a friends truck in the shop. He says it wont start when pointed uphill unless tank is near full. The gas gauge also doesnt work. I removed the sending unit to search for trouble and found an electric fuel pump inside the tank. 5.9 engine has new mechanical pump on it and a 4 bbl carb. Cannot find any info on this electric fuel pump. Fuel system has a return line. Can i install a 1988 fuel inj electric pump in its place?
