Strange starting issues.

I have a 2007 Durango Limited (5.7, 4x4) The starter turns over twice and stops. Half the time there is nothing at all when I turn the key. It has a new starter and I even switched it with a known working starter and got the same results. The ignition switch is working. There are no security problems that are indicated. I have scanned it with a Launch xv31 Pro. I have swapped out the relays and even programmed a spare computer just to see. It had the same problem. Voltages are correct. The...
