Does the 42RH band affect the 2-1 downshift when stopping?

Hello Guys, I am new to this forum and I have a 1994 Dodge Dakota with an A500 or 42RH transmission. I am having a problem with the transmission staying in second gear and not downshifting into 1st gear at the light. So when I take off, it does it in second gear. For me to make sure I am in 1st gear, I have to throw it into neutral and then back into drive. Please help. I am suspecting that one of the bands is out of adjustment and that is what is causing that. Please let me know Thank you
