The transmission had been freshly rebuild due to loss of overdrive. Now when taking of from a stop it shifts 1st to 3rd. It shifts fine manually 1st to 2nd to drive. If you floor it from a stop it shifts 1st to 3rd, and if you hold it, it will downshift into 2nd. It shifts fine from there until you stop again. It had the same issue with the old and new solenoids.
At 45-65mph you can floor it, and it will downshift into 2nd. It will hang there until 75mph, so at highway speed it will shift...
