1990 Dodge D250 2WD V8 Gas - Steering Column Cover

When I pull the headlight switch, the running lights and brake lights come on but the headlights do not. When I pull the multifunction switch, the brights come on but it won't "click" and stay in place. I have to hold the multifunctional lever toward the steering wheel. I am guessing my dimmer switch needs to be replaced. But how in gods name do you remove the steering column cover? The haynes manual is crap!
