V6 3.9 Will Start With Starter Fluid

We are trying to get a 1990 Dodge D or W (can't figure out which it is)150 back on the road. I've verified that the fuel pump is sending fuel to the carb and it will start with either carb cleaner or starter fluid but won't stay running once I stop spraying. It's been sitting for about 1.5 yrs and would run but once warm, it would become gutless when moving down the street, that's why it was parked. Is a carb rebuild in my future or could it be something else? I can't find the diag port, not... V6 3.9 Will Start With Starter Fluid
