Stubborn Passenger Seat

2005 Dodge Dakota Laramie Club Cab with bucket seats. The truck sat for a few years and I recently worked on it to bring it back to a daily driver - fixed AC, new tires, new brakes, fluid changes. All is good. Except, on the passenger seat I lifted the lever to tilt the passenger backrest towards the windshield in order to put something behind the seat and the backrest is stuck. It won't tilt back. Lifting the lever doesn't feel like it is moving anything - like a cable or lever to release... Stubborn Passenger Seat
