Engine swap, no crank no start

I have a 2002 dodge ram 1500 4.7 I just swapped my motor and it's a no crank no start. I have no experience in diagnosing issues like this. I pulled the starter and got it tested, it came back good. Checked my battery, it's good. My headlights are nice and bright when turning the key over. I checked my fuses all good except some taillight ones. I finally was able to check the codes and P1698 showed up. I googled it and everything I've seen on youtube and such their truck still runs so I'm... Engine swap, no crank no start
