Okay, what is this and where does it go?

Hi, Wondering if anyone knows what this is and where it's supposed to go? I noticed it hanging out by the left front tire (between the inner fender and the left tire). Never saw it before in my life and I've done extensive front-end work on this truck. 2010 Dodge Ram 1500 4X4. Cheers! DWAB
