5.9 24v starts with either. Insane loping high idle.

Hi guys. Nee here and new to the 5.9. Buckle in because this is a good one! Just bought a new to me 2004 Ram 3500 dually. 5.9 24 valve. Odometer reads 455k. Previous owner said he drove it. Only starts with either but then runs fine. It's supposed to have been to a shop and had thousands in repairs done. Same issue. He swears it the key needing programming. I pulled it home. 2 hot batteries. Squirt of either and she fired up! Excellent right?! After a few minutes of... 5.9 24v starts with either. Insane loping high idle.
