99 ram new engine upgrades

I have a 99 ram 1500 that has 260,000 miles and starting to lose compression all cylinders between 110-118. this is a daily driver and I pull a 5th wheel camper in Colorado often. I am not fan of running above 3.5k rpm on long hills loaded, I use to get high teens empty 10 pulling trailer and not its10-8 all the time. I am looking at getting a short block and adding EQ heads. my question is a comp cam better than 1.7 roller rockers., also would flat top pistons really have any gain other... 99 ram new engine upgrades
